signified that an Ordinance framed upon the model of the Asiatic Banking Corporation's Charter, a copy of which
they transmitted, would be satisfactory, that suggestion
was carried out subject
to such modification as the limited powers of this Legislature rendered necessary.
The Proviso in Section 4 which is worded similarly to the corresponding Proviso in the above Charter was
